A Non-immigrant visa is a permission to enter the United States for a particular purpose like visiting, studying, or working in a specialty job, after that given period the visa holder must return to their home country.

They may have problem in proofing their ties to their home country. For this those people, it is recommended to apply for the visa from their home country US Embassy or to the US Embassy which is handling their home country applications.
Many European country passport holders(electronic passport) under the Visa Waiver Program are allowed to travel to the U.S.A. for tourism or business for 90 days or less are eligible to visit the U.S. without a visa. Those who are going there under this program can't work or study while in the U.S. and can't stay more than 90 days or change their status to another visa category.
